Instructions
Step 1: Heat the oil in a large pot over high heat. Add the onion, capsicum and garlic. Cook for 1 minute.
Step 2: Add the beef and cook until browned, breaking it up as it cooks.
Step 3: Add the tomato paste, salt, pepper, onion powder, oregano, cumin and cayenne pepper. Cook for 1 minute.
Step 4: Reduce the heat to medium. Add the rice and beef broth and mix well. Add the frozen vegetables and bay leaf, then stir.
Step 5: Cover the pot and reduce the heat to medium-low, maintaining a gentle simmer. Cook for 12–15 minutes, or longer if needed, until all the liquid is absorbed; tilt the pot to check. The rice should be just cooked but still wet.
Tip: Keep the lid on while the rice cooks.
Step 6: Remove the pot from the heat. Quickly scatter the spinach over the rice and cover the pot again. Leave to rest for 10 minutes.
Step 7: Fluff the rice and fold the wilted spinach through with a fork. Adjust the salt if desired, then serve.
Notes
Ingredient options
Long-grain white rice gives the fluffiest result. Medium-grain rice is the next best choice; short-grain or sushi rice also works, though the result will be less pilaf-like. Basmati and jasmine rice work too and may take about 5 minutes longer. Brown, risotto and paella rice are not suited to this recipe.
Use chopped fresh vegetables in place of frozen vegetables if you like; add 1/4 cup water because frozen vegetables release water as they thaw.
You can use other leafy greens that wilt easily, including chopped kale with the stems removed or the leafy parts of Asian greens.
For softer rice, add 1/4 cup water.

About this recipe
Seasoned ground beef, rice, vegetables and baby spinach cook together in one pot. Long-grain rice gives the dish a fluffy, pilaf-like texture.

A few tips before you start
Keep the lid on while the rice simmers so steam does not escape. The cayenne adds warmth rather than making the dish spicy.
