Instructions
Method
Step 1: Heat the oil in a large pot over high heat. Add the garlic and onion and cook for 1 1/2 minutes, until the onion is translucent.
Step 2: Add the beef and cook, breaking it up as it cooks, until no raw meat is visible, about 2 minutes.
Step 3: Add the Mexican spices and cook for 30 seconds.
Step 4: Add the bell pepper and cook for 1 minute.
Step 5: Add the tomato paste and broth, then stir to combine.
Step 6: Add the rice, corn, and black beans.
Step 7: Stir and bring to a simmer. Cover, reduce the heat to medium-low, and simmer gently for 15 minutes.

Step 8: Remove the lid and quickly stir in the green onion and half of the cheese.
Step 9: Smooth the top and sprinkle on the remaining cheese. Cover and leave for 1 minute, just until the cheese melts.
Step 10: Remove from the stove and serve immediately, garnished with more green onion if desired.
Notes
Ingredient notes
Long-grain white rice works best. Medium- or short-grain white rice, unspecified white rice, jasmine rice, or basmati rice also work. Avoid brown rice, wild rice, risotto rice, paella rice, and quinoa.
Use 1 3/4 cups frozen corn in place of canned corn, if desired.
Use a melting cheese such as cheddar, mozzarella, tasty, Monterey Jack, or Colby.
Adjust the cayenne pepper to taste or leave it out.
Storage
Refrigerate leftovers for up to 3 days and reheat them in the microwave.
